Food Minister assures to streamline of PDS in Arunachal

NEW DELHI, July 8: Union Agriculture & Food Minister Sharad Pawar has assured all possible assistance from his ministry to Arunachal Pradesh in meeting its food requirements besides streamlining the PDS, which is literally the lifeline of the people of the state.

Five NCP MLAs of the state along with other party members under the leadership of state unit president Ngurang Pinch today called on Pawar at Krishi Bhavan and had a detailed discussion on various issues confronting the state.

Giving details of the representation submitted to the union minister jointly by the five NCP MLAs, Spokesperson of the state NCP unit and MLA from Nyapin Bamang Felix said that the top most priority of the party is to streamline the PDS. Therefore, the party has pleaded the minister to issue a notification for establishment of a separate FCI Regional Office at Itanagar by bifurcating it from the existing Guwahati office. This, the legislators claim, would also decentralize the monitoring process and enable strict implementation of PDS.

The MLAs also demanded complete taking over of PDS in Arunachal by the FCI. This, Felix reminded, has also been endorsed by the present state government on several occasions. The members lamented that instead of resolving the problems in PDS the FCI and Food Ministry are taking recourses by initiating litigations and further deteriorating the situation.

Citing that local contractors are not coming forward to lift food items from FCI depots due to non release of payment and arbitrary litigations by the FCI and Food Ministry, the members called for the Minister’s intervention to sort it out.

Other appeals in the representation are release of payment to PDS contractors who are not involved in any litigations, enhancement of the PDS quota, creation of Assistant Director for National Rural Horticulture Mission at Itanagar, immediate execution of the Green Field Airport at Itanagar and special package for development under Fisheries, Agriculture, Horticulture, Animal Husbandry, Medicinal Plants and other elite departments held by NCP Ministers at the Center.

According to Felix, Pawar after giving a thought to the demands suggested a meeting including all officials of the concerned ministries and the FCI with the MLAs. Pawar, therefore, has convened another meeting on Monday of all NCP ministers, Secretaries, Directors as well as the CMD of FCI to discuss the issue and evolve strategies to assist Arunachal in all possible way.

Felix also revealed that Pawar has accepted the invitation to visit Arunachal Pradesh soon, which when materializes would be Pawar’s maiden visit to the northeastern state. The state NCP is expecting that Pawar in the visit would announce substantial packages for the state that would certainly enhance the party’s image before the electorates.

Meanwhile, Pinch has extended gratefulness to the party president and union minister for accepting the invitation to visit the state. He asserted that such positive response from the leader would boost the morale of NCP workers in the state and the North East.

In this land of opportunists

Dear Editor,

All the people want a peaceful and corruption free society, but it seems that in our state corrupt individuals are never taken to task. Some years ago there was lot of talk about a scam in Public Distribution System, and it was told the matter was under investigation. As an ordinary citizen we want to know the position of case.

Any business house or enterprises which siphoned off the resources meant for poor and downtrodden must face the mighty hand of law. In reality such people are negative to the overall good of society and enemy of welfare state. Govt officials who involved in corruptions must be dealt with strictest possible measure and should be brought to books.

PDS Scandal which is biggest known scam in the crime history of Arunachal Pradesh need to be investigated properly by highly efficient and able police officers without bias or partiality. Such scams made some people rich overnight but is not a good inspiration for younger generation to emulate.

The Arunachal Citizens Right ACR has been the only body who could raise this issue in public we salute them for boldness.

In this land of opportunists, we do not have any political party or union worthy to fight corruptions. We appeal the police personnel and government agencies who are involved in investigating corruption cases to perform their duties with outmost dedication and sincerity to establish a just society and just nation. By stealing public money through corrupt means making thousand below poverty Line is not digestible. Come let us fight for corruption free society. I appeal brave citizens of our state to express their views.

Yours,

Ranhang Bosai

Start work

Dear  Editor,

I would like to draw the Kind attention of NHPC, Tawang. It may be mentioned here that NHPC had agreed upon to build the tunnel measuring approximately 9 KMs that will connect Senge (West Kameng) with Jang (Tawang), while signing MoA for Tawang Chhu Stage I and Stage II Project at the behest of Chief Minister Dorjee Khandu during his tenure as the Power Minister. Difficulty being faced by the people during Rainfall in the summer and snowfall in the winter to cross Sela pass was clearly explained by Chief Minister Dorjee Khandu while on a joint survey with Arunachal Pradesh Govt and NHPC on 28 Jan’2010.

I, therefore, request the authority concerned to take necessary step to start early construction of the tunnel without further bias. I also eagerly request the Tawang Students’ union to look into the matter seriously and give some good piece of mind to the NHPC.

Yours,

N Sange (on email)

My birth right

Dear Editor,

Apropos the editorial "Walking the same path"         ( 8 July), Indian democracy has got downgraded to such a dreadful pass that neither merit nor experience, but merely paternal or maternal lineage has become the prime eligibility to don the mantle of Prime Minister, Chief Minister, MP or MLA.

Right from Kashmir to Karnataka, Maharashtra to Meghalaya; the Omar Abdullahs, H D Kumaraswamis, Supriya Sules and Agatha Sangmas are getting smoothly nominated and/or elected to different Chairs just by bankng on the legacy of either of their parents. Even West Bengal, untouched by this medieval practice till recently, has also fallen prey to political feudalism. Thus the relatives or spouse of A.B.A. Ghani Khan Chowdhury/ Priya Ranjan Dasmunshi are enjoying their political triumph with utmost ease. In such a dismal and feudal scenario, it is natural that political ambitions of Y.S.Jaganmohan Reddy will soar to the sky and expect that he will be smoothly crowned the "King" in Hyderabad just because he happens to be the son of late Chief Minister Rajsekhar Reddy!

It is high time India learns to become a mature democracy where people should get access to a post by virtue of integrity, honesty, goodwill, experience and hard work only. Mere birth in a particular family should not be the parameter of a person's accession to a Chair.

Yours,

Kajal Chatterjee,

Time to look for solution

Dear Editor,

Tom Simai article “A perplexing past and a frightening future” in Arunachal is an eye opener for Arunachalees and fellow countrymen.

The vexed issue on Chakma Hajong Refugee matter had been the hot talk hovering at AAPSU, Court, ECI level, yet the out-comes are more in favour of the foreign origin people through court injunctions. The Political Officer, Forest Officers including U Chakma of yester years and references of letters Nos. and details of family settlement in 1964 if preserved will be a talking history.

The Mpen matter is a naked truth that the tribal rights and ownership over their ancestral land and water are inherited birth right supported more strongly by the Govt. with a LPC yet encroachment is done and the Hon’ble Court in one order re-stored the ownership to LPC holder and in another order a stay and statusquo is directed.

In recent times, Officers posted and involved on disputes and claims related to Chakma Hajongs are subjected to personal attendance either for contempt of Court orders or for concocted episodes alleging police, Magistrates of killing arrested persons whereas they are kept  in confinements at Gauhati earning undue favours from the Human Right Commission.  Notices are issued to Magistrates and Police on Lawful duty alleging of torture etc to continue illegal occupation of un-allotted settlement areas and reserve forests areas by the Chakmas.

On the other hand the abnormal uprising of Chakma population, not Hajongs are growing day by day with unchecked influx from Megalaya, Mizoram, Tripura even may be from Bangladesh. The BEFR Act is not applied to them as on date and checking mechanism are yet to be conceived.

The shops without Trading licenses and weekly markets without any order at Chakma inhabited areas, the economic inequality where poor indigenous individual does not have sufficient food stock for a year but the said community have surplus out of illegally occupied WRC/Jhum Agri.  land to feed on, the growing crimes ranging from physical attack and causing severe injury to Late Chitra Mihu than C.O. Diyun, thereafter killing a Tangsa GB Late Nokkam Kimsing and murder of Diyun ZPM Late Ongla Singpho and many more crimes in the Police records are a grave concern for all right thinking citizen.

As of now issues are hovering around Administration, Police and Forest, more precisely the Judiciary is set into motion due to persistent appeals and petitions by the Chakmas but we feel the Govt. organs i.e. Legislature and Executive should now act upon and enact laws and guidelines best suited to the ground realities to enable the grassroots Administration/Police/Forest Deptts. to work on that conceived methods. Also delegates comprising people’s representative and senior bureaucrats should discuss and consult Central Govt. at appropriate Ministry and forum before it is too late and also create a new Department for the refugees with updated records and figures etc.

There is apprehension that indigenous tribes of Lohit and Changlang comprising Khamtis, Mishmis, Singphos, Tangsas shall have a suffocative life and may out number local people by Chakmas in a time if the present trends of, Illegal encroachment, Unchecked influx and Crimes continue from these foreign origin people under banner of the committee for Citizenship Rights of the Chakmas of Arunachal Pradesh headed by Subimal Bikash Chakma President and a law graduate with its Head Office at New Delhi.

I sincerely feel if P. N. Luthra than Adviser to Governor of Assam in that point of time admonished and reprimanded P.O. U. Chakma as revealed by Simai, we have no dearth of Legislators, capable citizens today who could shoulder this problem affectively for betterment of our motherland and the land of rising sun.

Yours,

Hengo Basar (on email)

Language lobby

Dear Editor,

In Paltan Bazar in Guwahati, the north-east hub, some crooked lobby has put up a huge bill board of a brand of cement, right opposite to Hotel Raj Mahal, which strongly endorses the product in the Bengali language.

Being from Assam and north-east, several tribes and communities have a due claim over the growth and development of the Assamese language. Since the coming of the British, a strong Bengali lobby has always tried to make inroads of Bengali into north-east which they have succeeded in places like Tripura and Silchar, the ancient kingdom of Kachari kings where still a few Assamese speaking Kachari families are to be found in a few villages.

After 1947, a strong Hindi lobby has been promoting the use of Hindi in north-east and they have been most successful in Arunachal Pradesh. There was a time when an Adi used to speak to a Nocte in a variant of Assamese. Today the Central govt has imposed Hindi all throughout the state. The people of Assam should be vigilant against the lobbies who are always scheming to promote languages from Bengal and Bihar , Uttar Pradesh in north-east from time to time. Many naughty and crooked people from other parts of India stay in north-east and try to create trouble among us with crooked policies.

Yours,

Satyen Brahma,

Dear Editor,

I would like to draw the attention of authority concern towards the problem being faced by the people of Seijosa circle regarding Mobile phone network. Whenever power goes off there is no network facility. It depends on availability of power.

Give a helping hand to media

Dear Editor,

We all are aware that the media has become almost as necessary as food and clothing in today’s world. In fact, media is the mirror of society as it plays an outstanding role in strengthening the society. The flow of information is important for the development of communities and the media facilitates this. Without a wide array of information, people’s opinions and views would be limited and their impressions and conclusions of the world around them stunted. But in state like us, some ignorant people politically motivated, constantly try to dishearten the media as it discloses their truthfulness towards the society. Since the days of our statehood, still we are breathing corruption and injustice, perhaps, because of our ignorance, but, now, we need some changes, both on a social and Government level as we are already far behind from the rest of the world.

Therefore, I sincerely request my fellow Arunachalees to extend our moral support to the committed media persons to work for betterment of our society, especially in this age, in which globalization and liberalization have become the order of the day.

Yours,

Taw Teri
